Transportation Network Companies (18-17)

In June 2014, Colorado became the first state to enact a law regulating on-demand transportation network companies (TNCs).  Since then, 49 other states and the District of Columbia have established regulatory frameworks for TNCs.  Unlike the taxicab industry, TNCs — such as Uber and Lyft — use a digital network service to connect riders to drivers.  Drivers use their personal cars and connect with passengers via mobile smartphone application (app).  This issue brief provides an overview of TNC options and regulations in Colorado.

School Finance and the Constitution

The financing of K-12 public education in Colorado over the past three decades has been affected by three constitutional amendments: the Gallagher Amendment, the TABOR Amendment, and Amendment 23.  Combined with the results of key court cases, these amendments have created a complex educational funding system for the General Assembly to negotiate.  Diminished tax revenue during recessionary periods has also contributed to the struggle for state and local governments to maintain consistent K-12 public education funding levels

Judicial Selection and Retention (18-12)

The Colorado Constitution allows voters to decide whether justices and judges stay on the bench after they have been appointed and have had time to establish a judicial record by serving an initial term.  Some form of this process, otherwise known as the merit selection and retention of justices and judges, is used in the majority of states.
